Yes. Every rented home in Scotland must meet the Repairing Standard, which requires it to be substantially free from rising or penetrating damp. That applies whether you're in a council home, housing association, or private rental. From October 2026, Awaab's Law extends this further: landlords must investigate within 10 working days of your report, give you a written summary within 3 days of finishing, and begin repairs within 5 days after that. Missing those deadlines can trigger compensation.
